This news was announced on April 15 by the Prime Minister of Albania, Edi Rama, who, during a public statement, announced that he had held personal talks with Murat about the possibility of Albania’s inclusion in this initiative, and had received a positive response from her.
The investment, which will be made through the Ministry of Finance, is part of a broader commitment to innovation and technological development. To enable this funding, the government proposed an amendment to the 2025 State Budget through a Normative Act, with a deadline set for April 29, 2025.
The draft of the Normative Act has been submitted for consultation to several key institutions, including the Ministry of Economy, Culture and Innovation, the Ministry of Justice, the Ministry of Interior, and the Central Election Commission.
The legal foundation for this initiative is Article 101 of the Albanian Constitution, which grants the Council of Ministers the authority to issue normative acts with the power of law in cases of necessity and urgency.
The Ministry of Economy has already submitted the request for the relevant funds to the Ministry of Finance, while the latter has begun procedures for amending the budget – a step that requires a careful assessment by the Central Election Commission due to the proximity to the local elections on May 11.
Through official documents, it has been confirmed that this investment will not have an impact on the budget deficit and is expected to bring strategic benefits to the country, including improving Albania’s position on the global technology map and increasing economic potential.
On the other hand, Thinking Machines Lab is in the process of preparing for one of the largest early funding rounds in the history of artificial intelligence startups, with an investment target of $2 billion and a potential valuation reaching up to $10 billion, even without a finished product on the market.
Thinking Machines Lab has stated that it aims to build Artificial Intelligence systems that are more understandable, customizable, and capable than ChatGPT’s existing ones. The new Artificial Intelligence startup founded by Albanian Mira Murati is aiming to close one of the largest seed rounds ever, with a target of two billion dollars.
